01What is StartupET?
StartupET is the national platform of the Ministry of Innovation and Technology for startup designation, ecosystem builder registration and the regional STI and startup hubs. It was set up under the Startup Proclamation No. 1396/2025.
02Who can apply for startup designation?
Any business that meets the Proclamation's definition of a startup can apply at one of three growth stages: Early-Stage, Post-Early-Stage or Scalability and Exit. Each stage has its own weighted criteria. The founder or founders must together hold at least 25% of the shares. See the eligibility criteria.
03What is an ecosystem builder?
An organisation or person that supports startups directly: an incubator, accelerator, co-working space, venture capital firm or angel investor. Each type has its own criteria, also on the eligibility page.
04What happens after I submit my application?
First, the pre-review committee checks that your documents and details are complete. It does not score your application. If something is missing, the application comes back to you with the reason so you can fix it. Complete applications then go to the National Designation Committee for evaluation. You can follow the status of your application in your account at any time.
05Who decides on designation?
The National Startup Designation Committee makes the decision independently. The Ministry then issues the certificate under its signature and seal. Read more about the Designation Committee.
06How long is a designation valid?
Two years at Early-Stage, four years at Post-Early-Stage and two years at Scalability and Exit. Designation can be renewed stage by stage, up to eight years in total.
07What benefits come with designation?
Startup grants, credit guarantees, tax incentives, duty-free import of capital goods, loss carry forward, access to the Startup Fund of Funds and the regulatory sandbox. See benefits and incentives for the articles behind each one.
08How can I check that a certificate is genuine?
Click the search icon at the top of any page and enter the certificate number. The result shows who holds the certificate and whether it is still valid.
09What are the regional hubs and how do I join one?
Regional STI and startup hubs offer training, work space, mentoring and events to founders, students and innovators in their region. Anyone can view the hub profiles without signing in and apply to join a hub from the regional hubs page.
10Can I appeal a decision?
Yes. An independent Grievance Committee of at least seven members hears complaints about designation, suspension and cancellation decisions.
